The Founding of The American
Legion
On March
15 through 17, 1919, The American Legion was founded in
Paris at the first caucus by members of the American
Expeditionary Force.
On May
19, 1919 the caucus meeting in St. Louis adopted "The
American Legion" as the organization's official name.
The Legion's draft constitution was approved, and so
was its preamble, which begins: "For God and Country,
we associate ourselves together. . ." The preamble,
with its heartfelt dedication to freedom and democracy,
is still recited today at official gatherings of The
American Legion.
On June
9, 1919, the National Executive Committee of The
American Legion adopted the Legion Emblem, and on Sept.
16, 1919, the U.S. Congress chartered The American
Legion.
This
patriotic, mutual help and community service
organization has a worldwide membership of nearly three
million -- men and women -- in nearly 15,000 American
Legion Posts worldwide. These Posts are organized into
55 Departments -- one each for the 50 states, the
District of Columbia, Puerto Rico, France, Mexico, and
the Philippines. The Department
of Virginia is comprised of 213 posts divided into
17 Districts (Post 110 is in the 2nd District), and
Virginia currently has over 54,000 members. The Department Headquarters
office is located in Richmond, VA.
The
American Legion's National Headquarters
is in Indianapolis,Indiana, with additional offices in
Washington, DC. In addition to thousands of volunteers
serving in leadership and program implementation
capacities in local communities to the Legion's
standing national commissions and committees, the
national organization has a regular full-time staff of
about 300 employees.

Military Service Organization
Originally, the American Legion Post 110 of Virginia
Beach, Virginia had its beginnings in the spring of
1985 when a recruitment booth was set up at Pembroke
Mall and was manned by Trudy Leinback of Post 118 and
Ted Sakis of Post 113. Over the
next three years the numbers of military veterans grew,
James L. Lashure was elected as Post Commander, and he
applied to the American Legion National Headquarters
for a charter.
The Charter for American Legion Post
110 was signed by the American Legion National
Commander in Indianapolis, Indiana on April 19, 1988
and countersigned by the Virginia Department Commander
on April 29, 1988.
Thus, American Legion Post 110 was established.
The Charter reads in part that “By the
acceptance of this Charter; the said Post acknowledges
irrevocable jurisdiction and declares itself to be in
all things subject to the Constitutions of The American
Legion and the Department of Virginia, and the rules,
regulations, orders and laws promulgated in pursuance
thereof; and further, the said Post pledges itself,
through its members, to uphold, protect and defend the
Constitution of the United States and the principles of
true Americanism, for the common welfare of the living
and in solemn commemoration of those who died that
liberty might not perish from the Earth.”
In 2016, Post 110 was renamed 'The Staff Sgt Robert C. Melberg, USA, American Legion Post 110, Virginia Beach, VA' to honor both Staff Sgt Melberg's distinquished and decorated military service in defense of our country as well as his years of dedicated service and leadership at and of Post 110. An abbreviated biography of Staff Sgt Melberg's life (along with a link to a longer version) alongside 2 photos follow below.
Since accepting this Charter in April
1988, Staff Sgt Robert C. Melberg, USA, American Legion Post 110 has continued to serve
the area’s military veterans at the highest level
possible. Post Commanders have,
over the years, held monthly meetings at various
locations in the Virginia Beach area.
Locating a permanent “Post Home” is a top level
priority of Post 110’s Officers and the general
membership.
Staff Sgt Robert C. Melberg, USA, American Legion Post 110 participates
in events, conferences, and meetings conducted by the
American Legion National headquarters and the Second
District of the Virginia Department.
Post 110 plans and conducts ceremonies in honor
of Memorial Day, Independence Day, Flag Day, Patriots
Day, POW/MIA Ceremony, and Veterans Day. Post 110 also
participates in other community programs that
support our military veterans.
Staff Sgt Robert C. Melberg, USA, American Legion Post 110’s motto is
“Every Day is Veterans Day”.
A Short Version of SSgt Robert C. Melberg’s Biography

Robert Carl Melberg was born October 18, 1924 in Denver, CO to Carl and Susana Melberg. The family later moved to Ponca, City, OK where he graduated from high school in 1942. He entered Oklahoma A&M University in Stillwater and volunteered for the Army’s Enlisted Reserve Corps. Six months later, he was called up, went to basic training at Camp Roberts, CA, qualified as a “Combat Infantryman”, and was sent to the World War II European Theatre of Operations.
At the age of 21, SSgt Robert C. Melberg (USA) served in the 84th Infantry Division (Railsplitters), 335th Infantry, Company B. He and his squad fought their way through Central Europe (Battle of the Bulge) into Germany. For his bravery during combat actions, he was awarded the Bronze Star with a Combat V (Valor) and a Oak Leaf Cluster (2nd award), Purple Heart, Combat Infantryman Badge, Army Good Conduct Medal (3 bronze service stars), American Campaign Medal, and the WWII Victory Medal.
SSgt Robert C. Melberg (USA) served his country with honor and valor; his family with devotion and love; and the American Legion and Post 110 with total support “For God and Country”. Bob, as his family and friends called him, passed on to “Post Everlasting” at the age of 93 on August 4, 2016.

- The SSgt Robert C. Melberg, U.S. Army, American Legion Post 110 of Virginia Beach, VA held an Oratorical Contest on October 23, 2024. Three students gave an 8 to 10 minutes oral presentation on the United States Constitution. They were Caylee Norris, a Home Schooled student; Kenul Vantwest, Princess Anne HS student; and Aarya Rajashekara, Catholic HS student. The winner of the very close competition was Aarya Rajashekara (center) who was presented with an American Legion Certificate of Distinction and a check for 100 dollars. - The SSgt Robert C. Melberg, U.S. Army, American Legion Post 110 of Virginia Beach, VA is sponsoring the Landstown H.S. NJROTC Shooting Team for school year 2024-2025. On October 17, 2024, Post 110 Commander Ron Basso visited with CDR William Brody, USN (Retired), Senior Naval Science Advisor, and with members of the school's shooting team. The shooting team uses the Crosman Challenger PCP Compressed Air Rifle. - The SSgt Robert C. Melberg, U.S. Army, American Legion Post 110 had a table at the NAS Oceana Air Show on September 21-22, 2024 in VA Beach, VA. Legionnaires talked with air show attendees about the American Legion and its activities to support military veterans. - The SSgt Robert C. Melberg, USA, American Legion Post 110 of Virginia Beach, VA held its monthly meeting on July 24, 2024. The guest speaker was Robert (Bob) F. McDonnell, 71st Governor of Virginia and a Legionnaire within Post 110. He spoke about his background which included education, military service as a U.S. Army officer, businessman, Governor of Virginia and educator. He touched upon his close relationship with the Virginia National Guard, programs that support military veterans and current affairs. - During the July 24, 2024 meeting of the SSgt Robert C. Melberg, USA, American Legion Post 110 of Virginia Beach, VA certificates and medals were presented to those individuals that attended the 2024 Virginia Boys and Girls State Programs. All four attendees are students from Catholic High School. Each attendee was given an American Legion Certificate and medal which was presented by Post Commander Ron Basso. - Fred Kinkin (left), Post Adjutant for The SSgt Robert C. Melberg, USA, American Legion Post 110 of Virginia Beach, VA members attended the MIA/POW Ceremony on 20 September 2023 at the Flame of Hope located at the Eastern edge of Naval Air Station Oceana in Virginia Beach, VA. The photo on the right shows the last repair work on the broken natural gas line that was feeding the Flame of Light to keep it lit. - The Staff Sergeant Robert C. Melberg, U.S. Army, American Legion Post 110 of Virginia Beach, VA welcomed Mea Melberg-Rosner and her children, Solomon and Rachel, to it's July 26, 2023 meeting. Mea is the daughter of Robert C. Melberg, Post 110's namesake, and Solomon and Rachel are his grandchildren. The Rosner Family made a generous donation to Post 110 and shared personal comments about their father and grandfather. Accepting the donation for Post 110 was Bob Russell, Finance Officer. SSGT Melberg fought in WWII's 'Battle of the Bulge' in France and Germany and earned two Bronze Stars with Combat V, Purple Heart, Combat Infantryman Badge, Army Good Conduct Medal and various service and campaign medals. - The SSgt Robert C. Melberg, USA, American Legion Post 110 of Virginia Beach, VA participated in the Veteran's Memorial Day Ceremony at the Virginia Beach Convention Center on May 29, 2023. The ceremony which is normally held at the adjacent Tidewater Veterans Memorial, was moved inside due to rainy conditions. The annual event is sponsored by the City of Virginia Beach Mayor's Committee for Veterans and is attended by area military service organizations and those groups that wanted to honor and remember this Nation's fallen service members.

- An American Legion delegation visited the
Office of Congresswoman Jen Kiggans (R), Virginia
2nd District, on February 28, 2023 in Washington,
D.C. The purpose of the Congressional visit was
to review the 2023 American Legion legislative
agenda with Congresswoman Kiggans. Her role on
the Veterans Affairs Committee, as Chairperson of
the Oversight and Investigations Subcommittee,
plays a key role in ensuring any legislation
passed actually gets implemented by the Veterans

- American Legion Post 110 Legionnaires
participated in the "Navy Night" event at Harbor
Park Stadium in Norfolk, VA on August 20, 2022.
The legionnaires provided information, to those
visiting their booth, about the programs that the
American Legion provides to military veterans and
active duty personnel. Several veterans or active
duty members expressed an interest in joining the
American Legion and their names and contact
information was taken. They sold American Legion
mugs and pins and passed out free American Flags.
They raised $125 in donations for the Post 110
Building Fund. The baseball game went 10 innings
with the Norfolk Tides defeating the Durham Bulls
with a score of 8-7. In the photo (left to right)

- Wendell E. Parker (left), American Legion Post
110's Boys State Coordinator, was honored with a
Virginia Senate Resolution No. 30 on July 27,
2022 in Virginia Beach, VA. Virginia Senator Jen
Kiggans (right), who is also a member of Post
110, read and presented the Resolution to
Legionnaire Parker. The Resolution read in part
that "Lieutenant Commander Wendell E. Parker,
USN, (Retired), has greatly served his community
as Boys State program coordinator for The
American Legion Post 110 in Virginia Beach for
the past 12 years; served in the U.S. Navy for 23
years with tremendous honor and distinction and
retiring in 1992; and supported war veterans of
the United States for 22 years through his
membership with the American Legion". The
Resolution further stated, that Parker in his
role as Boys State program coordinator,
"facilitated one of the nation's most respected
and selective high school education programs for
the study of government and civics, in which
participants learn by engaging in the functions
of local, county, and state governments".

presented certificates and medals to three
Catholic High School students on July 27, 2022.
The students successfully completed the Virginia
Boys State Program which was held on June 19-25,
2022 at Radford University.. Receiving the awards
were Kevin Shook, Michael Beauchamp, and Michael
Olkowski. Making the presentations were Post 110
Commander Rick Jones and Wendell Parker, Post 110
Boys State Coordinator. The Boys State Program is
one of the nation's most respected and selective
high school education programs for the study of
government and civics, in which participants
learn by engaging in the functions of local,

Shot Glasses for completing over 100 hours of
volunteer time in support of our nation's
military veterans. Making the presentations was
Commander Rick Jones at the post's monthly

given a $20 gift card for having the most

- American Legion Post 110 held a Flag Day
Ceremony for residents and staff of Our Lady of
Perpetual Help {OLPH) Senior Care Center in
Virginia Beach, VA on July 14, 2022. Flag Day is
celebrated to commemorate the adoption of the
Flag of the United States on Jun 14, 1777, by
resolution of the second Continental Congress. In
1916, President Woodrow Wilson issued a
proclamation establishing June 14 as Flag Day.
The American Legion observes Flag Day by
demonstrating proper flag etiquette and adheres
to the American Creed which states... "We retire
flags with dignity and respect when they become
worn, faded, or badly soiled". During the
ceremony, a collection of worn flags were
designated for disposal by donating them to a
local funeral and cremation service to be used in
services for military veterans. In the photo

- Colonel Otha Newton, American Legion,
Department of Virginia, Second District Honor
Guard, gave a presentation on his unit before
members of American Legion Post 110 in Virginia
Beach, VA on February 23, 2022. Colonel Newton
spoke about how the Honor Guard was founded, the
duties they perform in support of military
veterans and the community, and the urgent need
to recruit new members to serve in the Honor
Guard. At the meeting, the Honor Guard also
posted and retrieved the U.S. Flag, the American
Legion Flag, and placed the POW/MIA Flag on the

- Legionnaires of American Legion Post 110 of
Virginia Beach, VA observed "POW/MIA Recognition
Day" on September 17, 2021 at the POW/MIA Flame
of Hope Memorial near Naval Air Station Oceana.
By laying the memorial wreath they signified that
our Nation's POW/MIAs will not be forgotten.

- Four American Legion Post 110 Legionnaires were
awarded with an American Legion Coin for their
volunteer hours in support of military veterans.
Making the presentations, at the August 23, 2021
meeting in Virginia Beach, VA., was Post
Commander Rick Jones. They accumulated a combined
total of 750 volunteer hours from July 2020 to
June 2021 while complying with COVID-19 pandemic
restrictions. In the photo (left to right) are

- American Legion Post 110 of Virginia Beach, VA
honored four 2021 Boys State Graduates at a
ceremony held on July 28, 2021. All four
graduates, who are students at Catholic High
School, were awarded the American Legion Boys
State Medal and Certificate. In Virginia the Boys
State Program was held at Radford University
(June 20-26). Presenting the awards were Fred
Kinkin, Adjutant for American Legion Post 110 and
Wendell Parker, Post 110 Boys State Coordinator.

- Ron Basso, a U.S. Army Vietnam Era Veteran,
spoke to legionnaires of American Legion Post 110
on April 28, 2021 in VA Beach, VA. His
presentation was about an article that he wrote
entitled "The Invasion That Never Was". The
article was published in the March 2021 issue of
The American Legion Magazine. Using family oral
history and interviews conducted in 1999, Basso
wrote about his family's connection to the WWII
Operation Downfall, the invasion of the Japanese
mainland, which was set to begin November 1,
1945. This operation did not take place due to
the dropping of atomic bombs on the cities of
Hiroshima and Nagasaki on August 6 and 9, 1945,
which lead to Japan's surrender and the war's
end. If the invasion of Japan had taken place,
millions of soldiers on both sides along with
civilians would have been lost. Basso's father, a
U.S. Army soldier, and his mother-in-law, Shizuko
Nomoto, a Japanese civilian and a member of the
defense force, could have fought each other at or
near the proposed Allied landing point in Kyushu.

- Legionnaire Mark McMillan was recognized for
his 25 years of membership and service to the
American Legion at the November 25, 2020 meeting
of American Legion Post 110 in Virginia Beach,
VA. Post Commander Rick Jones presented McMillan
with an American Legion Commemorative Coin.

- SCPO Mike Day, USN (Retired), along with his
support dog "Herja", spoke to members of American
Legion Post 110 on October 28, 2020 in Virginia
Beach, VA. SCPO Day talked about his actions as a
U.S. Navy Seal on April 6, 2007 in Iraq's Anbar
Province. During this engagement he was shot or
wounded (grenade shrapnel) 27 times, he managed
to survive and kill four al Qaeda terrorists. For
his actions, he received the Navy Cross.

- Legionnaire Craig Huber (l) was presented with

Huber, during his time as a member of Post 110,
as contributed hundreds of volunteer hours and

- Clifford Dietz, Vice Commander of 2nd District,
Virginia Department, spoke to members of American
Legion Post 110 and its Auxiliary Unit on March
11, 2020 in VA Beach, VA. Dietz, also a member of

many activities such as the JROTC Awards, Boys

- On Wednesday July 10, 2019, American Legion
Post 110 Commander Fred Kinkin recognized three
fellow legionnaires for their volunteer hours and
miles driven. They are Post Chaplain George
Schmidt for his 745 hours and 3,431 miles driven,
Post Finance Officer Jon Asher for his 244 hours
and 3,617 miles driven, and Craig Huber for his

Steven "Steve" Sokolowski (May 17, 1930 - April 30,
2019) was a member in good standing of the American
Legion for 35 years (joined in 1974); member of the
American Legion's "40-8" Honor Society for 24
years; Past Commander of Virginia Department's 2nd
District; a founding member (1986) of American
Legion Post 110, Virginia Beach, VA; a Past
Commander of Post 110; and served as Post Finance
Officer for 14 years.
Steve was born in Staten Island, NY. He graduated
from high school at 16 years old and attended
Wagner College for one semester. He enlisted in
the U.S. Navy in June 1947 and went to Boot Camp at
Great Lakes, Illinois. After recruit training, he
started his Navy career by attending Hospital Corps
School. After becoming a qualified Hospital
Corpsman his duty stations were varied and he
attended several advanced medical training schools.
At the onset of the Korean War he volunteered to
extend his enlistment and was transferred to the
2nd Marine Division, Fleet Marine Force, 2nd
Medical Battalion, Camp Lejeune, NC. As a most
valued laboratory technician, he was not placed in
the transfer loop for Korea. His follow-on duty
stations included U.S. Navy Amphibious Base, Little
Creek, VA; Marine Corps Recruit Depot, Parris
Island, SC; Advanced Hospital Corps School, Naval
Hospital, Portsmouth, VA; Submarine School, New
London, CT (where he qualified for submarine duty);
USS Rock (SSR-274); Nuclear Power Engineering
School, New London, CT; and the submarine USS
Skipjack (SSN-585).
As a petty officer first class (HM1), he applied
for and was selected to attend the Officer
Candidate School, Newport, RI. Upon graduation, he
was assigned to the USS Steinaker (DD-863) where he
qualified and worked as Underway Officer of the
Deck, Electronics Material Officer and Ship's
Secretary. This was followed by Destroyer
Engineering School, Newport, RI and his return to
the Steinaker as the Engineering Officer. Later, he
was assigned to the USS Detector (MSO-429) as
Executive Officer and Navigator. Then to the Key
West Test and Evaluation Detachment, Key West, FL
as a Project Officer for Mine Warfare and Mine
Counter Measures. Lastly, he was assigned to the
Underseas Warfare Section, Test and Evaluation
Force, Norfolk, VA where he worked closely with
members of UDT and SEALS. He served the U.S. Navy
proudly for 23 years. After retiring in 1970, as a
U.S. Navy Lieutenant, Steve continued serving our
Nation through the American
Legion and other veterans service organizations.

- On March 15, 2019, Virginia Beach Mayor Bobby
Dyer (left) reads a Mayor's Proclamation to
celebrate the !00th Anniversary of the American
Legion. He presented the proclamation to Post
Chaplain George Schmidt (right) who represented
American Legion Post 110 at the ceremony. Also
during the ceremony, Wayne Mead, a vice commander

- LT Tyrone Guzman, USN (Retired), the NJROTC
Senior Naval Science Instructor at First
Colonial/Cox High Schools, spoke to members of
American Legion Post 110 of VA Beach, VA on
February 13, 2019. He talked about his active
duty career and how proud he is to have been
selected for this teaching position. He stated,
that the school's NJROTC Program, with its cadet
corps of 89 students, was ranked 3rd in Academics
during the last Nation wide competition. At the
conclusion of his presentation, Post Commander
Fred Kinkin presented him with an "American
Legion Volunteer Appreciation Coin".

- The quest speakers for the September 13, 2017
monthly meeting of American Legion Post 110 were
Merri Abernethy and her son Miles. Both spoke on
the "VETS and CADETS": A Veteran's Legacy Project
which is being conducted by local high school
NJROTC Cadets who want to help our veterans share
their stories of service. A cadet will be matched
with a veteran; questions will be asked about the
vets military service; the interview will be audio
recorded; and submitted to the National Public
Radio (NPR). Later, the stories will be digitally
archived by the Library of Congress and can be
accessed by their families and future generations.

Appreciation, which was issued by Gerald Rhoads,
director of the American Legion Boys State of

The American Legion Scholastic Excellence Medal was

to Landstown High School NJROTC cadets during a
ceremony held on May 10, 2017. Presenting the
awards were Post Commander David Smith and Post
Chaplain George Schmidt. Receiving the "American
Legion Military Excellence Medal" was Cadet Ryan
Koprowski and the "American Legion Scholastic
Excellence Medal" was given to Cadet Dalia Reed.

Beach, VA" to the Melberg Family on April 12,
2017. The Melberg Family also presented Post 110
with a gracious contribution towards its efforts to

entering combat operations leading up to WWII's
"Battle of the Bulge" in 1944-45. He was a squad

- Five Legionnaires of American Legion Post 110 of
Virginia Beach, VA were presented with a Lapel Pin
and Presidential Proclamation Letter that
commemorates the 50th Anniversity of the Vietnam
War. Making the presentation was Percy Glenn
Dozier (center), a Readjustment Counseling
Technician with the Department of Veteran
Affairs, on February 8, 2017 at Post 110's monthly
meeting. The Vietnam War Veterans are (left to

George Schmidt, Post Chaplain; Jeff Kocab; Steve
Sokolowski, Post Finance Officer; and Fred Kinkin,
Post Adjutant. On the right witnessing the

- During the recent January 2017 snow blizzard in
Virginia Beach, VA, Evelyn Hill (center), widow of
a deceased U.S. Army veteran, contacted American
Legion Post 110 to remove the vast quanity of snow
that had collected on her sidewalk and driveway.

- American Legion Post
110 of VA Beach, VA held a "Patriots Day Ceremony"
on September 9, 2016 at Our Lady of Perpetual Help
Senior Care Center. The ceremony remembered those
fallen during the 9/11/2001 attack on New York
City, Washington, DC, and Shanksville, PA. Also
remembered were those US Military personnel that
lost there lives during all wars. In the photo

attending Legionairres, such as, the building of a
new VA Medical Center in VA Beach, the
transportation improvement plans for the area,
